According to the WHO CC terms of references, the overall objective of this activity is to provide support on the development of national palliative care programmes, globally, through a public health approach, in collaboration with WHO headquarters and the respective Regional Offices, giving priority to less developed countries in Europe and Latin America.

The WHO CC will support national, regional and local public palliative care initiatives that demonstrate willingness to, and capability for, establishing palliative care programmes.  Candidate initiatives should prove:



commitment from their national or regional health authority to establish palliative care and/or a comprehensive cancer and/or geriatric and/or AIDS control programme
committed leaders (“in-country” champions)
political support
capacity building
commitment to evaluation
commitment to twinning and benchmarking

The WHO regional, or central office, should be approached for its formal consent for the country to receive support.
