The ‘Qualy’ Observatory / WHO Collaborating Centre for Public Health Palliative Care Programmes holds the mission of promoting the development & quality of palliative care. One of its fundamental objectives is the generation & spread of knowledge, particularly in the areas organization, planning & quality of palliative care (for both Services & Programmes), with a global vision of the whole health system and with a style oriented towards implementation.

The generation & spread of knowledge is undergone through the activities of consultancy on organizations & institutions, oriented towards design, implementation & evaluation of services & programmes. Such activities are complemented by training & research actions, which are specific for each project & focused on implementation & evaluation. 

One of the values of the Qualy Observatory / WHO-ICO make knowledge universally available, as long as the reference & authorship terms of the material provided are respected. The tools & other materials used are classified as it follows:

Types of materials
Basic or generic Documents (WHOCC DOCS): these are descriptive documents. They can be used as a complement for some activities.
Operative or Instrumental Documents (WHOCC TOOLS): these documents describe processes (How to…)
Training Material taken from Conferences or Workshops (WHOCC LECTURES).
Scientific Papers published in journals or books written by the team members (WHOCC PAPERS).
