According to the fourth term of references, the objectives of this WHO CC activity are

to carry out research on the effectiveness of palliative care, and on the adaptability and transferability of palliative care organization models

to collaborate in the elaboration of guidelines and tools for the evaluation of programmes and services as well as in the production of educative and informative material  


Areas of particular research interest at the WHO CC are:

determinants of success in palliative care implementation

evaluation of results in palliative care

palliative care cost-effectiveness  

assessment of palliative care needs

the impact of developed models of care for people with life-threatening illnesses and their families

meaningful palliative care outcomes for health professionals, patients, carers and the community (PROs)

financial issues in palliative care developments

quality assessment in palliative care

comparison of experiences across models


In designated countries, research will focus on developing standardized methods for gathering comparable information across regions. A syllabus has been developed to ensure consistency in gathering the data.

A WHO CC research programme is sought to promote participation and collaboration amongst supported countries, regions and the WHO CC partners
